The argument over how quickly the world’s most powerful AI systems should advance has moved beyond Silicon Valley. European Commission President Ursula von der Leyen has backed calls to slow the development of frontier AI and says she will invite leading AI labs to discuss how the industry can better manage emerging risks.
Her intervention comes as some of AI’s biggest names split over what should happen next. Anthropic CEO Dario Amodei has called for companies to pace advances in model capabilities, a position publicly supported by OpenAI CEO Sam Altman and xAI’s Elon Musk. Meta CEO Mark Zuckerberg, however, says AI labs already have strong incentives to manage safety themselves rather than waiting for an industry-wide slowdown.
The disagreement matters because it is no longer simply a philosophical argument about distant artificial general intelligence. Governments, AI developers and regulators are now debating whether increasingly capable models should be subject to stronger independent testing and coordinated safeguards before companies push further.
Europe steps directly into the frontier AI debate
Speaking to the European Parliament on September 16, von der Leyen said risks were becoming clearer as frontier models became more capable. She pointed specifically to the potential for advanced systems to enable sophisticated cyberattacks and said Europe should work with partners including the United Kingdom and Canada on model evaluation, verification and AI security.
Von der Leyen also said she plans to invite the major frontier AI laboratories to discuss how Europe could support industry efforts to pace development.
That is an important shift. The current debate began largely inside the AI industry, but the European Commission’s involvement raises the possibility that voluntary safety commitments could eventually intersect with government policy and regulation.
Zuckerberg argues companies can slow themselves when necessary
Meta is taking a different position. Zuckerberg said competition and liability already give AI companies strong reasons to develop models safely and argued that individual laboratories can delay their own systems when necessary.
He pointed to Meta’s decision to delay its Muse AI agent while the company strengthened security. His argument is essentially that a company does not need its competitors to stop at the same time in order to make a responsible safety decision.
Zuckerberg also said independent evaluators should become an industry best practice, while noting that Meta has committed most of its computing resources to products serving users rather than recursive self-improving AI systems.
The AI industry itself is not speaking with one voice
The disagreement is more complicated than a simple split between people who support AI and people who fear it.
Amodei has argued for independent scrutiny and common safety standards as increasingly powerful systems emerge. Altman and Musk have supported calls to pace development, while OpenAI has also reportedly been discussing AI safety cooperation with Anthropic and Google DeepMind.
NVIDIA CEO Jensen Huang has been more sceptical of coordinated pauses, arguing that companies concerned about their own systems can choose to slow themselves. Germany has similarly said completely halting AI development is not a viable option for Europe, even while acknowledging the need for stronger safety work.
That leaves policymakers with a difficult question: can competing companies realistically coordinate on safety while they are also racing for customers, computing capacity and technological leadership?
Why this matters beyond the AI companies
For ordinary users, the immediate effect will not be a switch suddenly turning off ChatGPT, Claude, Gemini or Meta AI. The discussion is primarily about the most advanced frontier systems and how quickly developers should push toward more autonomous and potentially self-improving models.
But decisions made now could influence how future models are tested, how much outside scrutiny companies face and whether governments eventually require developers to demonstrate safety before deploying particularly powerful capabilities.
There is also a geopolitical dimension. Critics of slowing development argue that restrictions could leave Western companies behind competitors in countries that do not adopt similar safeguards. Supporters of stronger coordination argue that competition is precisely why companies may struggle to slow themselves voluntarily.
From an industry debate to a regulatory question
The most significant development this week may therefore be Europe’s decision to enter the conversation.
The EU already has one of the world’s most developed regulatory frameworks for artificial intelligence. Von der Leyen’s comments suggest Europe now wants to play a role in shaping international approaches to the risks posed by the next generation of frontier models as well.
Whether that produces voluntary standards, independent evaluation requirements or eventually new regulation remains unclear. But the debate has changed quickly: AI leaders are no longer only arguing about who can build the smartest model. They are increasingly arguing about whether there should be limits on how quickly they try.
